Data License

Effective May 26, 2026

This license governs use of The Potomac Ledger dataset — the structured trade records delivered via the members' downloads (CSV) and the API (MCP). It is separate from the Terms of Service that cover the newsletter and membership.

The underlying facts are public record. The disclosures themselves (STOCK Act periodic transaction reports and OGE Form 278-T filings) are U.S. government public records, free from the sources we cite. We claim no ownership of those facts. What this license covers is our work on top of them.

What is licensed

This license covers the value Seven Roots Consulting, LLC ("Seven Roots") adds to the public records: the cleaning and normalization, the enrichment (party, committee/agency, sector, heuristic conflict flags, and computed returns), the stable identifiers (trade, person, and issuer IDs), the schema and structure, and the compiled, deduplicated archive as a whole. The raw underlying facts remain public domain.

Permitted use

Subject to an active membership or API plan and the limits below, you may use the dataset for:

internal research, analysis, and modeling;
journalism and academic work, including quoting figures and charts with attribution to The Potomac Ledger and a link to the primary-source filing where we provide one;
building applications and features on top of the data via the API.

Restrictions

Without prior written permission you may not redistribute or resell the dataset as a dataset (in bulk or as a substantial extract), sublicense it, or present our enrichment/IDs as your own. These limits protect the curated product; they do not restrict your use of the underlying public records obtained independently from the government.

Attribution

Public-facing use should credit “The Potomac Ledger” and, where practical, link to potomacledger.com. For specific trades, prefer linking to the primary-source filing URL included in the record.

As-is; completeness & methodology

The dataset is provided “AS IS,” without warranty of completeness, accuracy, or fitness for a particular purpose. Coverage and per-field completeness are documented honestly in the data dictionary — including known gaps (for example, Senate disclosure dates and some filing links are not yet available, and historical enrichment is partial). Disclosure dates are not trade dates, dollar figures are disclosed ranges, and computed returns are a reproducible proxy for trade timing, not realized profit.

No accusation of wrongdoing

Conflict flags are heuristic potential overlaps between an official's role and a company's sector — not findings of insider trading, illegality, or ethical violation. The dataset is strictly nonpartisan. You are responsible for how you characterize the data; do not present a flag or a return as an allegation of wrongdoing.

Limitation of liability

To the fullest extent permitted by law, Seven Roots is not liable for any direct, indirect, incidental, or consequential damages arising from use of, or reliance on, the dataset, including any financial or investment decisions. The dataset is not investment advice.
